Background:

If a student at an institution of higher education organizes or participates, or both, in any demonstration, riot or other activity that interferes with or disrupts the normal educational process at such institution, then the student is ineligible for aid.

Summary of Bill:

A student is ineligible for aid if the student organizes or participates, or both, in any demonstration that interferes with or disrupts the normal educational process at the institution of higher education in which the student is enrolled and:

  • the institution determines by formal finding that, in connection with the demonstration and in violation of the institution's code of conduct, the student engaged in or advocated for others to engage in:? discriminatory conduct, harassing conduct, or other conduct intended to cause harm to persons; or
  • the student is convicted of a felony conviction in connection with the demonstration for a crime involving:? physical harm, threats of physical harm, or destruction of property.

The requirement that a student lose eligibility for?aid?if they organize or participate, or both, in any demonstration, riot, or other activity that interferes with or disrupts the normal educational process at an institution of higher education is eliminated.

Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
