On page 7, line 28, after "bills" insert "estimated to cost more than twenty-five thousand dollars per biennium in state funds shall be referred to a fiscal committee. All other bills"

EFFECT: Amends Rule 11 by providing that after being reported out of their initial committee, bills estimated to cost more than $25,000 per biennium in state funds be referred to a fiscal committee instead of the rules committee.
