EFFECT: Removes provisions allowing an employee to enforce the personnel file and discharge information requirements through a private cause of action. Allows the Director of the Department of Labor and Industries to order an employer to pay a complainant statutory damages for each violation up to maximum amounts depending on when the file or statement is provided after the due date.
