On page 6, line 16, after "created" strike all material through "appropriation" page 6, line 23 and insert "in the state treasury. Revenues to the account consist of legislative appropriations and transfers and all other revenues directed to the account. Moneys in the account may be spent only after appropriation. Expenditures from the account may be used for the purposes of the Washington student loan program created in this act"
