On page 4, beginning on line 4, strike all of section 3 and insert the following:
"Sec. 3.  RCW 46.20.191 and 2007 c 85 s 2 are each amended to read as follows:
((Before issuing a driver's license or identicard that complies with the requirements of the REAL ID Act of 2005, P.L. 109-13, and before storing or including data about Washington state residents in any database, records facility, or computer system for purposes of meeting the requirements of the REAL ID Act of 2005,)) The department of licensing shall ((certify that the)) continue to examine and make improvements to the enhanced driver's license, enhanced identicard, driver's license, identicard, database, records facility, computer system, data sharing agreements and processes, and the department's personnel screening and training procedures with the goals of: (1) ((Include)) Including all reasonable security measures to protect the privacy of Washington state residents; (2) ((include)) including all reasonable safeguards to protect against unauthorized disclosure of data; and (3) ((do)) not ((place)) placing unreasonable costs or recordkeeping burdens on a driver's license or identicard applicant.
NEW SECTION.  Sec. 4.  RCW 43.41.390 (Implementation of federal REAL ID Act of 2005) and 2007 c 85 s 1 are each repealed."

On page 1, line 3 of the title, after "46.20.202" strike the remainder of the title and insert "and 46.20.191; adding a new section to chapter 46.20 RCW; and repealing RCW 43.41.390."
EFFECT: Instead of repealing RCW 46.20.191, the statute is amended to direct DOL to continue to examine and make improvements to the EDL, EID, driver's license, identicard, database, records facility, computer system, data sharing agreements and processes, and the department's personnel screening and training procedures with the goals of including all reasonable security measures and safeguards to protect people's data and to not put unreasonable recordkeeping requirements on license applicants.
