On page 12, after line 17, insert the following:
"Sec. 18 RCW 29A.04.205 and 2003 c 111 s 132 are each amended to
read as follows:
(1) It is the policy of the state of Washington to encourage every
eligible person to register to vote and to participate fully in all
elections, and to protect the integrity of the electoral process by
providing equal access to the process while guarding against
discrimination and fraud. The election registration laws and the
voting laws of the state of Washington must be administered without
discrimination based upon race, creed, color, national origin, sex, or
political affiliation.
(2) The legislature recognizes that, from 1853 to 2005, voters cast
their ballots primarily at polling places in order to participate in
the democratic process and elect representatives to the state's
republican form of government. The long history of this practice and
the sense of community it fostered are not diminished by subsequent
changes to state and local election processes."
Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Inserts language acknowledging the state's history of polling place voting from 1853 to 2005.
