Strike everything after the enacting clause and insert the following:
"NEW SECTION. Sec. 1 The legislature finds that transparency in
higher education budgeting is essential to the maintenance of public
trust in the higher education system. Such transparency is not only an
appropriate check on future higher education cost increases, it should
also counteract any perception that public institutions of higher
education are not adequately accountable for student and taxpayer
dollars. Therefore, to ensure general accessibility to meaningful
budget information and to improve public confidence in the system, the
legislature intends to require that public four-year institutions of
higher education post department-level, budget unit-level, division-level, school-level, or college-level expenditure information and
public two-year institutions of higher education post college-level
expenditure information on their respective web sites.
NEW SECTION. Sec. 2 A new section is added to chapter 28B.10 RCW
to read as follows:
(1) Within sixty days of the closing of a fiscal year, each four-year institution of higher education shall publish on its web site a
detailed financial report of its state appropriation and tuition
expenditures for the fiscal year just completed. Each institution of
higher education shall report by department, budget unit, division,
school, or college level. The report shall include, at a minimum,
expenditure information by statewide object code as described in the
statewide administrative and accounting manual 75.70.20.
(2) Within sixty days of the closing of a fiscal year, each two-year institution of higher education shall publish on its web site a
detailed financial report of its operating expenditures for the fiscal
year just completed. The report shall include, at a minimum,
expenditure information by statewide object code as described in the
statewide administrative and accounting manual 75.70.20."

On page 1, line 2 of the title, after "online;" strike the remainder of the title and insert "adding a new section to chapter 28B.10 RCW; and creating a new section."
EFFECT: Removes the education data center from the bill and instead requires each institution of higher education to post department-level, budget unit-level, division-level, school-level, or college-level expenditure information on their respective web sites. Within 60 days of the closing of a fiscal year, each institution of higher education must make public a detailed financial report of expenditures for the fiscal year just completed. Each financial report must include, at a minimum, expenditure information by statewide object code as described in the statewide administrative and accounting manual.
