Strike everything after the enacting clause and insert the following:
"NEW SECTION. Sec. 1 A new section is added to chapter 46.16A
RCW to read as follows:
(1) A trailer that is used only for intermittent personal use,
including participation in club activities, exhibitions, tours, and
parades, may be issued a permanent license plate and registration. The
permanent license plate and registration is valid until the trailer is
sold, permanently removed from the state, or otherwise disposed of by
the registered owner. To be eligible to receive a permanent license
plate and registration, the registered owner of the intermittent-use
trailer must:
(a) Apply for a permanent license plate and registration with the
department, county auditor or other agent, or subagent appointed by the
director; and
(b) Pay the fee required under section 2 of this act.
(2) A trailer with a permanent license plate and registration under
this section is exempt from annual registration renewal under RCW
46.16A.110 and periodic license plate replacement under RCW 46.16A.200.
(3) The permanent license plate and registration under this section
expire when the trailer changes ownership, is permanently removed from
the state, or is otherwise disposed of, and must be removed from the
trailer prior to conveyance.
(4) A person in violation of this section is subject to a traffic
infraction with a maximum fine of one hundred fifty dollars including
all other applicable assessments and fees.
(5) In lieu of displaying a standard issue license plate, a person
applying for a permanent license plate and registration under this
section for a trailer that is at least thirty years old may apply to
the department to display a license plate that was issued by the
department the year that the intermittent-use trailer was manufactured.
(6) For purposes of this section, "intermittent personal use" means
use that is not general or daily, but seasonal or sporadic, and not
more than once per week on average.
(7) The department may adopt rules to implement this section.
NEW SECTION. Sec. 2 A new section is added to chapter 46.17 RCW
to read as follows:
Before accepting an application for a permanent intermittent-use
trailer license plate and registration authorized under section 1 of
this act, the department, county auditor or other agent, or subagent
appointed by the director must require an applicant to pay a one
hundred eighty-seven dollar and fifty cent fee. The one hundred
eighty-seven dollar and fifty cent fee must be deposited and
distributed under RCW 46.68.030.
NEW SECTION. Sec. 3 This act takes effect January 1, 2015."

On page 1, line 2 of the title, after "plates;" strike the remainder of the title and insert "adding a new section to chapter 46.16A RCW; adding a new section to chapter 46.17 RCW; prescribing penalties; and providing an effective date."
EFFECT: Strikes the underlying bill and replaces it with the
following provisions:
(1) The registered owner of a trailer that is used only for
intermittent personal use may apply for a permanent license plate and
registration. Intermittent personal use is not general or daily, but
seasonal or sporadic, and not more than once per week on average.
(2) There is a one-time fee for a permanent license plate and
registration on an intermittent-use trailer of $187.50.
(3) Trailers that register as intermittent-use trailers are not
subject to annual registration renewal or periodic license plate
replacement.
(4) The owner of an intermittent-use trailer that is at least 30
years old may apply to the department of licensing to display a license
plate that was issued in the year that the trailer was manufactured to
be displayed in lieu of a new license plate.
(5) The permanent license plate and registration on an
intermittent-use trailer expires when ownership of the vehicle changes,
when the vehicle is permanently removed from the state, or is otherwise
disposed of.
(6) The permanent plate must be removed from the trailer prior to
conveyance.
(7) A violation of the provisions related to intermittent-use
trailers is subject to a traffic infraction of up to $150, including
all applicable assessments and fees.
(8) An effective date of January 1, 2015, is added.
