    On page 2, after line 34, insert the following:

    "NEW SECTION. Sec. 4.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately.

NEW SECTION. Sec. 5.  Section 1 of this act takes effect January 1, 2013."

Correct the title.

EFFECT:   The changes to the law are made retroactive to January 1, 2013. An emergency clause is added.
