    On page 14, after line 28, insert the following:

    "(3) The interagency committee for outdoor recreation shall not expend funds from the habitat conservation account appropriation for land acquisition unless the county legislative authority, for the county in which the acquisition is located, acts to approve the acquisition.  Funds for those acquisitions for which the county legislative authority does not approve shall be allocated to counties that are most severely impacted by recent revenue losses in public health and safety programs."

EFFECT: Prohibits the IAC from expending funds from the habitat conservation account appropriation for land acquisition, unless the county in which the acquisition would occur, approves.  Funds for those acquisitions in which the county does not approve, will be allocated to counties that are most severely affected by recent revenue losses in public health and safety programs.
