Requiring accountability for fees by governmental agencies.

          AN ACT Relating to procedures for fees for governmental services; adding a new section to chapter 34.05 RCW; and adding a new section to chapter 19.85 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 34.05 RCW to read as follows:

          A state or local governmental agency shall directly relate a fee imposed by the agency to the service given for the fee.

NEW SECTION. Sec. 2.  A new section is added to chapter 19.85 RCW to read as follows:

          A state or local governmental agency shall prepare an economic impact statement on a fee proposal.  As part of the economic impact statement, the governmental agency shall complete a standardized checklist, which the business assistance center shall prepare using the guidelines for the contents of a small business economic impact statement in RCW 19.85.040.
