Requiring that all bills contain intent sections clearly explaining the purpose of the bill.

          AN ACT Relating to legislation; and adding a new section to chapter 44.04 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 44.04 RCW to read as follows:

          Bills introduced in either house shall contain an intent section clearly stating the purpose of the proposed legislation.  No bill may be considered that does not include an intent section meeting the requirements of this section.
