Concerning automobile insurance territorial rating.

          AN ACT Relating to automobile insurance territorial rating; and adding a new section to chapter 48.19 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 48.19 RCW to read as follows:

          Insurers selling automobile insurance may include a territorial rating factor in the formula for determining rates for automobile insurance coverage.  The territorial rating factor may include the residence of the insured, or the principal location of the motor vehicle insured under the policy.  However, no insurer may base automobile insurance rates on any territorial rating factor which would have the effect of establishing separate territorial rates within a standard metropolitan statistical area as defined by the United States department of commerce, bureau of the census.
