Requiring school districts to provide for student access to public libraries under specified circumstances.

          AN ACT Relating to library services for students in the common schools; and adding a new section to chapter 28A.320 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 28A.320 RCW to read as follows:

          A school district shall provide for students' access to public library services if:

          (1) A student is required to use a public library to complete work that is part of the basic program of education provided by the school district under chapter 28A.150 RCW;

          (2) The school district does not provide library services within the school district; and

          (3) Due to the student's place of residence, the public library would charge the student for the loan or use of library materials.
